The rules hereunder are to be followed scrupulously. The FILA reserves the rights to modify these Regulations.
 
1.        GENERAL INFORMATION
 
1.1.      The FILA confers the Chinese Wrestling Association with the Organization of the 2007 Junior World Championship in Greco-Roman, Free Style and Female Wrestling (18-20 years).
1.2.      The Championship must take place according to the FILA Rules.
1.3.      The Championship can be prepared and organized by an “Organizing Committee” which is under the aegis of the Chinese Wrestling Association.
 
2.        INFORMATION, INVITATIONS AND INTERNET
 
2.1.      The host Organizing Committee is responsible for sending invitation and the entry forms which are needed for obtaining visas at the latest five months before the Championship. Regular information bulletins containing reminders of important information will also be sent out. An Internet site with a link on the FILA site must be set up for each Championship. This site will be kept up to date.
 
3.        PARTICIPATION
 
3.1.      All member national/territorial federations affiliated to the FILA can participate in the Championship as long as they have fulfilled all their financial obligations to the FILA according to the Constitution. The same applies to the Organizing Committee for accreditation rights.
3.2.      Each member national/territorial wrestling federation can enter a maximum of one wrestler per weight category.
3.3.      Each wrestler must have a valid FILA license for the year and have a valid personal passport.
3.4.      Each competitor must be of the appropriate age for the competition according to the Wrestling Rules (born in 1987,1988, 1989). Age and nationality will be checked using the passport at the registration desk.
3.5.      Preliminary entries for all wrestlers and the accompanying delegation
Members must be sent to FILA and the Organizing Committee before June 21, 2007 (two months before the Championship)
3.6.     Nominative entries must be sent to FILA and the Organizing Committee before July 21, 2007 (one month before the Championship).
3.7.   The Final list of wrestlers entered for the Championship must be presented to the competition secretariat as follows:
Greco-Roman (all categories) before 12:00 (midday) on August 20, 2007.
Female Wrestling (all categories) before 12:00 (midday) on August 22, 2007.
Free Style (all categories) before 12:00 (midday) on August 24, 2007.
3.8.      The above condition MUST be respected by member Federations
wishing to attend the Championship.
3.9.      The structure of the Official delegation is laid down by the FILA as follows for each wrestling style:

This composition is valid for each style.
 
The number of referees stipulated above is the minimum. The participating Federations can present up to one referee per mat for the competition. All the referees who are authorized to work will be accredited with the same conditions as the participants.
 
4.    TECHNICAL CONDITIONS
 
4.1          The competition will take place according to the FILA Regulations.
4.2          The competition will take place with the weight categories laid down                                                                                             in the wrestling rules for the age category for that competition. No         tolerance is allowed.
4.3              The competition will take place on FILA approved mats.
4.4    Each wrester must undergo a medical examination in his/her country           three days before leaving for the competition. The results of this examination will be noted in his/her license book.
4.5   Each wrestler must have a medical check one hour before the official Weigh-in.
4.6   The Organizing Committee is responsible for the first aid costs during       the competition. The annual FILA stamp covers medical assistance to the wrestler in the event of an accident. If the person insured wishes to have a medical examination or receive treatment which is not linked to an accident which happened during the competition, either he or his National/Regional Federation must bear the cost of this examination or treatment. These costs cannot be reimbursed by the insurance company.
4.7   The positive points obtained during the individual competition will determine the team classification. The wrestlers placed 1st to 10th will receive between ten and one point. If there is a draw of positive points for the final classification, the gold, silver and bronze medals will be taken into consideration in order to determine the winner.
4.8    The Organizing Committee will organize, under the FILA’s authority,                          anti-doping tests as laid down in the FILA’s Regulations. The laboratory used to analyze these tests must be IOC approved. The procedure for undertaking the tests and transporting the samples to the laboratory is laid down in the FILA Regulations and in the IOC’s and the WADA’s anti-doping code. Without being informed in advance, the FILA will not accept any foreign interference in the FILA Anti-Doping Commission, which is the only body, which may undertake anti-doping tests and samples during Championship.
 
5.                  OFFICIALS
5.1       Only the selected FILA referees of category I may work in the                                                                        
5.2       Each referee must present his valid license for the year.
5.3     A FILA referees consultation will be organized according to the dates                                                       and time indicated in the Championship’s Program.
5.4       Referees must wear the official FILA uniform.
 
6.    PRIZES
 
            6.1       The Organizing Committee will present individual prizes for each weight category:
 
-                     1st Place                         Gold Medal and Certificate
-                     2nd Place                        Silver Medal and Certificate
-                     3rd Place(Two)                     Bronze Medal and Certificate   
-                     5th (Two)– 10th Place           Certificate
-     Special gift may also be awarded to wrestlers
6.2       The first three teams receive a cup.
 
7.    OFFICIAL CEREMONIES
7.1       Each participating team must be present at the opening ceremony of the
            Championship according to the Organizing Committee’s instructions.
7.2      The national or Olympic flag of the member federation whose wrestlers    and teams placed 1st–3rd will be hoisted once the medals have been   awarded.
7.3       The national or Olympic anthem will be played.
7.4      Each participating team must bring his national flag [100 x 150 cm] and    a tape or CD of his national or Olympic anthem.
 
 
8.    FINANCIAL CONDITIONS
 
 
8.1   According to the FILA Regulations, participation costs for all the           delegations will be calculated per night and to a maximum of two days before the competition until one day after, on the basis of Sfr. 130 per person per day.
8.2     An entry fee of Sfr. 100 /USD100/Euro.80 per wrestler must be paid to FILA at the time of accreditation.  
8.3      Each Federation team leaders must fulfill the Organizing Committee’s
 Financial obligations as soon as they arrive.
8.4      No accreditation will be given without the participation costs being paid.  
8.5      Delegations with more members than allowed in article 3.9 of these
Regulations, as well as delegations which stay longer than the period allowed in article 8.1 must pay Sfr. 170 per person per day.
8.6   FILA Commission members who are called to meet during the Championship will be accredited under the same financial conditions as the participating teams.
8.7   In strict conformity with FILA instructions, each team which has been entered for the Championship but which does not turn up, or turns up with fewer wrestlers or accompanying members than originally planned will have to pay the organizing committee the hotel costs for all the individuals previously entered. The requirement is followed by issuing settled invoices.
8.8   Delegation leaders will be responsible for any damage incurred by members of their delegation during their stay.
 
9.    ACCOMMODATION FOOD AND TRANSPORT

9.4      The Organizing Committee will provide transportation for the teams        during their arrival and departure to the Beijing Capital International Airport or the Beijing Railway Station, provided that they informed the Organizing Committee in writing in advance.
9.5         All the delegations must arrive a maximum of 48 hours before the        competition and leave before 2 pm on the day after the end of the    Championship.
9.6      Since the Championship has several styles, the competitors may stay    from the beginning to the end of the Championship according to the accreditation conditions laid down in point 8.1 of these Regulations.
9.7      Accommodation for all the competitors is provided in twin rooms with full sanitation provision.
9.8       Meals corresponding to a calorific value of the FILA Rules [5,000 cal/day]will be served to those accredited in the hotels where they are staying.
9.9      Shuttles will be organized to transport those accredited from the hotels   to the competition hall or to the training areas.
9.10    Saunas will be made available in the hotels or training areas.
9.11     The Organizing Committee is not responsible for people who are not on the list of entries by name, nor for people entered over and above the number allowed for in the Regulations unless this is agreed beforehand.

11. ENTRIES
 
11.1     In order to be considered as valid, entries must be sent to FILA and the Organizing Committee on official forms within the time limit set out below:
a)      Preliminary entries for all wrestlers and the accompanying delegation members must be sent to FILA and the Organizing Committee before June 21, 2007 (two months before the Championship)
b)      Nominative entries must be sent to FILA and the Organizing Committee before July 21, 2007 (one month before the Championship).
c)  The Final list of wrestlers entered for the Championship must be presented to the competition secretariat as follows:
Greco-Roman (all categories) before 12:00 (midday) on August 20, 2007.
Female Wrestling (all categories) before 12:00 (midday) on August 22, 2007.
Free Style (all categories) before 12:00 (midday) on August 24, 2007.
 11.2    To facilitate the easy accreditation, electronic photo (blue background& passport size) for each participant together with the Nominative Entry Forms must be sent to the Organizing Committee before July 21, 2007.
 
 
12. MISCELLANEOUS
 
12.1   Competitors who require visas to go to the Championship must contact the
Chinese Embassy or Consulate General in their country/region of residence. The Organizing Committee will send invitations individually to the participants if the Embassy concerned asks for them.
12.2          Any other correspondence concerning the Championship should be sent     to the Organizing Committee.
